However, this is only a guideline; you will pay more for longer distances, custom boxes, packing, pickup and faster delivery times. Still, unless you have a large computer and monitor and need next-day delivery, shipping a computer doesn't cost that much. When shipping to APO/FPO/DPO locations in foreign countries, USPS treats the mail as domestic mail, but shipping is still subject to those foreign countries’ prohibitions and restrictions. Insurance & Extra Services

To ship hand sanitizers including wipes, you must use USPS Retail Ground, Parcel Select, or Parcel Select Lightweight. These services are only available through your local Post Office branch.

Most hand sanitizers, including wipes, contain alcohol and are flammable in nature and are therefore handled and shipped as hazardous matter (HAZMAT) in the U.S. Mail. As flammable materials, these products are limited to surface transportation-only in domestic mail. It is prohibited to send these materials by International Mail including APO/FPO/DPO (military) destinations.

A cannabis-derived substance with tetrahydrocannabinol (THC) content of 0.3 percent or less is legally hemp. Cannabidiol (CBD) is a compound found in the flower resin of cannabis plants.

You can send certain hemp-based products domestically (within the U.S. and to U.S. territories) if you comply with all applicable laws. (You cannot send hemp and hemp-derived products to international or military destinations.)

To mail legal hemp and hemp-based products, including CBD, you must:

  • Follow the guidelines outlined under Publication 52, Section 453
  • Comply with all applicable federal, state, and local laws pertaining to hemp production, processing, distribution, and sales
  • Retain records establishing compliance with such laws, including laboratory test results, licenses, or compliance reports, for no less than 2 years after the date of mailing

For domestic mailings only, small consumer-type primary lithium cells or batteries (lithium metal or lithium alloy) like those used to power cameras and flashlights are mailable domestically under certain conditions.

Except in limited circumstances, pets and warm-blooded animals may not go in the mail. Shipments of live animals, including poultry, reptiles, and bees, have very specific packaging requirements. Safety matches have treated match heads that will only ignite when struck against a specially prepared surface like a match book, card, or box. Safety matches must be sent via ground transportation and cannot be mailed internationally.

Strike-anywhere matches will light from friction against any surface. Strike-anywhere matches may not be mailed domestically.

When sending medicine or drugs through the mail, mailers and shippers must know the characteristics of the items they are sending and treat them correctly. Medicines are controlled substances and are subject to strict regulations. Prescription medications may only be mailed by Drug Enforcement Administration (DEA) registered distributors. Flammable or combustible paint and paint-related items are generally accepted for mailing, provided the material can qualify as a consumer commodity material or ORM-D (for surface only), and is sent within the quantity limitations and packaging requirements. Latex Paint or a similar water-based paint product that is not flammable or combustible is not regulated as a hazardous material, and therefore, is not restricted.

 Here is what the post office reply for the delay was:


We regret learning that your item has not arrived in the time frame stated.
USPS Tracking shows the item as being scanned Enroute from Honolulu on 02/06/2017.
The Customer Care Case Notes state Electronics were inside the item.
If the package contained a computer with Lithium Batteries packed inside, your item would have been diverted to Surface Transport by Cargo Ship between Honolulu, and Guam.
Lithium Batteries cannot be flown between Honolulu and Guam for safety reasons and are thereby restricted to Cargo Ship transport.
Estimated time of arrival on Guam by Cargo Ship may be between Feb 24 - March 03.
We apologize for any inconvenience this matter may have caused you and appreciate your understanding concerning safety of flights carrying mail between Honolulu and Guam.

I ordered the same laptop but bigger using USPS Priority Mail Express international and it continued by plane all the way thru.  So priority mail to Guam from Honolulu will be scanned if the item has a lithium battery and will be averted to Surface(Cargo) by ship.  Anyway I hope this helps you all and instead use USPS Priority Mail express instead of regular priority Mail.

The Postal Service is now allowing specific quantities of lithium batteries — when installed in the equipment they are intended to operate — to be sent to many international destinations, including Army Post Office (APO), Fleet Post Office (FPO) and Diplomatic Post Office (DPO) locations when permitted by the destination or host country.

The postal operators of Germany and Italy are not accepting packages containing lithium metal or lithium-ion batteries to German or Italian addresses. Postal employees will decline electronic items containing lithium batteries to addresses in those two countries. This does not apply to shipments to and from German or Italian APO, FPO or DPO locations.

Items that can be shipped include: cameras, video cameras, mobile/smart phones, Bluetooth headsets, laptop computers, shavers, portable DVD players, tablets, two-way radios, GPS devices and most other small electronic devices requiring lithium batteries. Items that can’t be shipped include lithium batteries not installed in the equipment they are intended to operate. In addition, when installed, they may noat exceed the quantity or limits defined in the IMM or DMM.

Domestic shipments of packages containing lithium batteries, and electronic devices containing lithium batteries aren’t affected.
